The mayor of New York City, Ed Koch, answered questions from students on issues ranging from his views on Nicaragua to whether children with AIDS should attend public schools. On the topic of plans to make Staten Island a “home port” for U.S. Navy ships that would be capable of transporting nuclear weapons, a plan that some felt threatened the security of the city, Koch said, cited the many existing threats to the city, “The city of New York, the international capital of the world, must surely be the number one target in the event of war with the Soviet Union. …Are we not part of the United States?
